Governor's Transportation Bill
SB 639 recently passed out of the Senate after the Finance Committee added a substitute to the bill, which modified many different aspects of the proposal. The substitute designates more end-of-year unencumbered balances to the Transportation Trust fund, indexes the gasoline tax to the Producer Price Index, and retains regional decision-making authority with regards to transportation. General fund dollars are not diverted from education and other core services under this substitute. These new provisions, among several others, led me to support SB 639. Although I previously opposed this bill, many of my issues with the legislation were addressed in the bill’s substitute.
